How do I convert Leica JetStream Viewer *.jsv file to any format readable in Autodesk Recap or Revit?

you can't

you have to convert pts or e57 file format first in cyclone

You cannot convert JSV to any other file. This is a file created for use in JetStream Viewer only.

Go back to your provider and ask for them to create an E57, which you can then convert to a Recap format if you require.

Alternatively, ask the provider for an LGS file and use one of our CloudWorx plugins to consume the LGS file.
